Court Announces Appointment of Magistrate Judge Shimeall
Wednesday, March 18, 2026

The United States District Court for the Southern District of Ohio Chief Judge Sarah D. Morrison is pleased to announce that Samuel Courter Morris Shimeall was officially sworn in on March 16 as a U.S. Magistrate Judge in Columbus.

“We are thrilled to welcome Judge Shimeall to our Court,” said Chief Judge Morrison. “His extensive experience in the federal system gives him a profound understanding of the law and the mission of our Court. We are confident he will serve the public with great distinction.”

Judge Shimeall transitions to the bench following several years as an Assistant United States Attorney for the Southern District of Ohio. Since 2018, he has represented the government in high-stakes criminal matters, including cases involving financial fraud, money laundering, and violent crime.

His appointment marks a homecoming to the District’s judicial chambers, where he previously served as a law clerk to U.S. District Judge Edmund A. Sargus, Jr. and U.S. Magistrate Judge Kimberly A. Jolson. Before his federal service, he practiced litigation at Bricker & Eckler LLP and dedicated several years to education, teaching middle school in Watts, California, and working for Teach For America.

“It is an honor to serve the citizens of this district from the bench,” Judge Shimeall said. “I am grateful for all of the help I received along the way in my career, and I am grateful to the District Judges of the Southern District of Ohio for this opportunity. I am dedicated to the rule of law, and my goal is to be a steady, fair presence on the bench.”

A graduate of the Ohio State University Moritz 91Թ of Law, Judge Shimeall fills the vacancy created by the retirement of Magistrate Judge Elizabeth Preston Deavers.

Dr. Eleanor Frances Heginbotham loved learning. The American literature scholar, teacher, writer, and voracious reader died December 23, 2025.
Born 1938 in La Jolla, CA, eldest daughter of Reverend Dr. Edward L.R. Elson (pastor of the National Presbyterian Church and U.S. Senate Chaplain) and Helen Chittick Elson, she was raised in Washington, DC. She credits teachers at Horace Mann Elementary, Alice Deal Junior High, and Woodrow Wilson High School with her career devoted to teaching. She won the English Prize at the 91Թ of Wooster, Ohio, and was awarded the Bode Award at the University of Maryland for her dissertation on Emily Dickinson.
Dr. Heginbotham married Foreign Service Officer Erland Heginbotham and served with him in Liberia, Vietnam, and Indonesia, teaching at each post.
During her husband’s Washington assignments, she taught for 18 years at Stone Ridge, where whe enjoyed a tight bond with her students who furthered her scholarship. Four summer fellowships from the National Endowment for the Humanities led to doctoral studies, a professorship at Concordia University (Saint Paul), scores of published articles, and a book on Emily Dickinson. While at Concordia, Heginbotham co-chaired international conferences on Laura Ingalls Wilder, Emily Dickinson, and F. Scott Fitzgerald.
She was awarded a Fulbright Senior Scholar Fellowship to teach at the University of Hong Kong and delivered lectures in Hong Kong, the mainland, and Taiwan, learning from her students how to put Hawthorne, Thoreau, and Dickinson in new frameworks. She continued teaching and learning at Osher Lifelong Learning Institutes (Johns Hopkins) and American University.
Heginbotham’s contribution to Dickinson scholarship was on the poet’s creation of “fascicles” (groups of poems in small, hand-stitched manuscript booklets). She also published on a wide range of other authors from Vonnegut to women of the Beat Movement.
Dr. Heginbotham served as Elder in the Presbyterian church, attended many book clubs, and served on various committees including the Fulbright Association, F. Scott Fitzgerald Literary Festival, and the Emily Dickinson International Society. Her husband predeceased her as did sisters Mary Faith and Beverly. She is survived by Robin (Saint Paul, MN), Eric and Katsue and grandsons, Naoki, Hiroki, Kazuki (Lexington, MA), brother David Elson and Kathy Bilton.

I attended Ellie Elson Heginbotham’s memorial service online on April 18 at Concordia University in St. Paul, MN, where she had been a Professor of English. There had previously been a service at National Presbyterian Church in Washington D.C.   The service was conducted by Dr. Mark Schuler, Professor Emeritus at Concordia, whom Ellie knew well. He spoke of her many professional accomplishments and exceptional character. It was gratifying and comforting to hear him capture her true spirit.

When I discovered that I could self-publish a book on Amazon, I thought it sounded like fun, so I put together “Diary of a Young Embassy Wife in Yemen.” I lived in Yemen for three years in the 1970s. Those years were some of the most memorable of my life. Famous as the home of the legendary Queen of Sheba, it is also known for its unique architecture and geographical variety. My life there was a fascinating parade of thrilling, comic, thought-provoking, and delightful experiences.

A couple of months ago I went to WhatsApp cycling group meet up for a ride.  There was a new rider there and I introduced myself and upon seeing he was from the US, we went through the normal conversation of where are you from etc – he said Ohio, and I asked where- he said small city near Cleveland, and asked where specifically and he said Wooster.  I immediately told him I was a Fighting Scot alum, Class of 1984.  Turned out to be retired Biology Professor William Morgan!  So since then we have been meeting frequently for rides into the beautiful area of Valencian Community, where we have both retired in the past couple of years.  Truly a small world and great connection based on our educational connection to the 91Թ of Wooster.
